Yes, I think Matthew Brady was an artist and gifted
technician. I think first think that you have to like taking pictures to be a
photographer. I think you would have to be a person who likes to capture art in
the act. Someone who likes the moment and isn’t afraid to wait around for the
next image, because sooner or later, I believe you will get a image that will
be a work of art. I think some photographers are better than other, because the
person behind the lens must have a passion for art. I believe this will make
them good at their job. When they look behind the lens I believe they see art
thru their eye view and they know when to snap the perfect shot. They didn’t
draw or paint the image, but they envisioned it thru the lens and made it come
to life with their own image of photography.

I tend to agree with you that he was both, and I think that photography definitely can be- but isn't necessarily always- an art. You do a nice job describing how an artistic sensibility translates to the act of taking a photograph.
